To create a level playing field, you would have people padding stats by driving at top speed otherwise.This is a simulator so the game is meant to be played by obeying laws etc. and real european law dictates you have a limiter fitted so the external contracts have them too.

If you want to test out extra lights to see how they work, go to the cabin view and turn on headlights and highbeams on a dark road at night. Then toggle your extra lights on and off. You WILL notice a difference. Like someone said earlier, it's like daylight at night.
